What Cygwin mirror did you get tetex-20120119 from?  I've checked 
several, and they all have tetex-3.0.0-3.

TeX Live 2011 is not in the Cygwin distribution.  But as Reinhard said, 
you can use the TeX Live installer to install Tex Live 2011 on Cygwin.
