[tex-live] When is a package removed from TeX Live?

a harsh man...  (it doesn't affect me either, but it seems to me that we
have this excellent method of distributing stuff (via tlmgr) and it's
silly not to use it when we can.)

istm that it would be good to reuse the discarded packages, but we can't
simply do that, since we don't know which packages are about to be
discarded.  so, whoever is going to do the job needs a copy that holds a
snapshot of its state just before mirroring, each day.  (i have such a
thing, but i don't have any spare time :-( )
