I fear that the sources cannot be compiled within the TL build
system.  Therefore only 3rd party binaries are provided and only for
the platforms people provided binaries for.  Not an ideal situation,
but there isn't a straightforward solution either.

Maybe you could ask the biber developers whether someone else can
compile it on an older system (older libc) and provide these binaries
instead.
