[tex-live] Bug: TexLive 2010 pdflatex -recorder does not respect -jobname under Windows 7

I'm running TeX Live 2010 on Windows 7, 64 bit. It seems like pdflatex
does not (or cannot) rename the FLS file from 'pdflatex<PID>' to
'<jobname>.fls'.

Pretty easy to demonstrate:

1. Create a simple latex file, a.tex.
2. Run 'pdflatex -recorder a.tex'

Result: A file name "pdflatex<PID>.fls" (where PID is the process ID
of the pdflatex) will be left behind. "a.fls" will not be created.

I found at least one other report of this behavior (see
http://lists.metaprl.org/pipermail/omake/2011-April/002166.html). Is
this a known issue? If I can submit a better bug report somewhere
please let me know.
