[tex-live] luatex version in tlmgr

To be more specific, the tlpdb in our svn repository is updated daily,
but the tlpdb in the tlnet is only updated when a revision of a 
package is changed, thus when there are actual file changes (or svn props).

And that means it will be forgotten. We do NOT want to have any
static hand maintained stuff, or as few as possible.

Not sure you will find something, 95% of the tlpsrc are empty, literally
empty. The only information they carry is the file name that defines
the packagae name and all other things go automatically.
