    TEXMFCONFIG (typically ~/texmf) is for personal additions or changes
    to the system-wide defaults. 

No, that is TEXMFHOME, not TEXMFCONFIG.  TEXMF[SYS]CONFIG (and
TEXMF[SYS]VAR) are not intended for arbitrary use.

Years ago, in conjunction with Thomas Esser, I wrote down info about the
different trees as best I understand it myself at

    arise because one must currently choose *either* local *or* personal,
    but not both. But both are useful.
