[tex-live] Updating tlmgr on Windows 7

That looks all fine. Since it is a --dry-run run the WIndow
update script will not be called at all. SO it looks fine.

I can only say:
try to run 
	tlmgr -v --logfile "%temp%\tlmgr-self.log" update --self
and send the output. If that worked, it is a bug in the tlmgr gui,
and I will check it out in my w7 installation.

If it fails, I hoipe that this will show where.

And yes, it seems that some translations are outdated ...
