Yes, the directory layout is different. Put the files under
texmf-local and use similar directories as in texmf-dist. You have to
run mktexlsr after putting the files to their locations. In TL 2007
you have to enable the maps by updmap-sys, in TL 2008 and newer you
have to prepare your own updmap-local.cfg, otherwise tlmgr will remove
the fonts upon upgrade. That's all in TL documentation.

You can also consider to use XeLaTeX, you can then use directly fonts
installed in Windows and need not bother with TFM, VF, MAP etc.
Remember that there are some limitations in TFM and direct conversion
may lead to unusable fonts. Hand tuning is sometimes needed.
