This is not specific to Windows and won't work on Unix neither.

You can invoke a program which is not in PATH by specifying the whole
path on the command line if, and only if, this program doesn't invokes
other programs.

We always recommend not do so but set PATH properly.

A good solution is to create a batch file which sets environment
variables locally and starts a new shell.

Siep wrote such a batch file in order to run TL from a USB stick.  It
can easily be adapted in order to run old versions of TL.
