[tex-live] TeXLive has no stable source tree and resorts to DVD with binaries?

That is not the policy. The package develpers are (hopefully) testing
their packages before getting uploaded to CTAN. TL takes from there,
without testing.

So to make it clear: We have not system like Debian (unstables/testing/stable)
nor will we have one.

As Tomek said, there is *one* small testing repository for the core
modules and tlmgr, because if we break tlmgr, we might not be able
to easily update again.
