i've asked the ctan db manager to remove chemnitz, so it will stop being
served up by mirror.ctan.org soon

there are lots of mirrors in germany; it's probably best for the
original user to go back to mirror.ctan.org to get another
recommendation.  (for countries with multiple mirror sites, the script
serves them up at random, so the trick is to try again until it doesn't
serve up an inappropriate source.)
