no, it is "perl.exe has stopped working" I keep getting when trying to 
start "TeX Live Manager" from the menu.

But a Windows reboot helped, do I need some sort of environemnt 
broadcast somewhere for the manager to work immediately? (not sure if 
that is what the net installer is doing)
