[tex-live] textlive seems to ignore top of home tree

LOL! I know many very intelligent people who (on UNIX) never created
intentionally a directory and never changed it and just saved
thousands of files under non-descriptive or confusing names in their
home directories and then spent hours trying to find a necessary
document. Or engaged in competition who places more icons per pixel
on their desktops.
