[tex-live] textlive seems to ignore top of home tree

The idea is to unclutter the home directory (I've tens of dot
directories and files under may home) and make clear separation between
data, config and cache dirs, so one can easily back up the important
ones from the noise. It is not a big deal, and still too many
non-conforment applications for it to prove any usefulness.
