While I can agree on using subcaption instead of subfigure, there's nothing
in the README file of subfig suggesting that the package is unmantained;
actually it starts with

MANIFEST:
---------
  The following files as well as the derivative files `subfig.sty' and
  `altsf.cfg' constitute the subfig package and are considered as "the
  work" under the LaTeX Project Public License (LPPL 1.3 or later).

You can check on CTAN (<http://ctan.org/tex-archive/macros/latex/contrib/subfig/>).
