It was missing indeed.  I uploaded it to the repository (rev. 17847).
Will be available via "tlmgr update" soon.

I've stolen it from Akira's W32TeX distribution.  Almost everything in
/path/to/texlive/bin/win32/ comes from Akira anyway.
