So you don't need to do anything special for latexmk to use your external Perl
besides:
- installing Perl (no kidding)
- making sure your texlive-scripts package is up to date.

PS: the next Perl we'll ship will probably contain the whole Digest module
(well, the whole basic Perl distribution), but we're still having a few problems
with it, IIRC. On the long run, we don't plan to track the dependencies of all
scripts, so that the recommended way for scripts depending on modules not in
tlperl will remain the same: install your own Perl, then our wrappers will make
sure it is used by those scripts.
