[tex-live] Misplaced context files

Specifically, the tar.exe that's included in
http://sourceforge.net/projects/mingw/files/MSYS%20tar/tar-1.22-1/tar-1.22-1-msys-1.0.11-bin.tar.lzma/download

What I need is for someone to test that as a standalone binary on
regular Windows, with no mingw dll's or anything else installed.
Can someone with Windows do that, please?

I don't want to do that; there should be no real need to do so.

    Longer names than 100 are supported in both cases, and
    "tar.exe" can handle the case (1).

So I can only surmise that the existing tar.exe is simply too old to
handle the real ustar format.  Sigh.
