If Mr. "I am not interested in CTAN" Kohm is not uploading to CTAN and
nobody else is taking that duty (as someone is doing for KOMA-script),
then there will be no updates in TL.

We don't have the energy, nor intention, to pull from arbitrary places.

Please complain to Mr. Kohm, he is the responsible for the dilemma. But
be warned, he is ignorant in this respect.
