Of course, this is the net installer. You didn't expect a 2,5 Mb zip to contain
the whole TL, did you? But if you download the rest of the directories
(including the huge 'archive') then the net installer detects them and uses them
instead of connecting to the net.

It is useful. I used it a lot, and others too. Just carefully follow the advice
given.
