[tex-live] Problem with XeTeX and fc-cache on Tex Live Portable

Hi,

I've made a portable version of TeX Live 2008 on my USB disk. To achieve
this under Windows 2000, I made a clean installation (basic scheme) with
install-il and install it to C:\.

Then I copy everything to USB disk and add the perl script 'install-tl' and
tl-portable.bat to the root to make something liks this:

bin\
readme-html.dir\
readme-txt.dir\
temp\
texmf\
texmf-config\
texmf-dist\
texmf-doc\
texmf-local\
texmf-var\
tlpkg\
install-tl
README
tl-portable.bat

Now if I run tl-portable.bat, I'll get a command line with which I tested
pdflatex, it's ok; also I use tlmgr to install several packages not included
in basic scheme. So for now, latex and pdflatex seems to work as expected.

However, the first thing I can imagine before using XeTeX, is to see which
fonts are available, then immediately I got this:

TL H:\texlive\2008>fc-list
Fontconfig error: Cannot load default config file

and the same error with fc-cache.

I checked, there is a fonts.conf file in h:\texlive\2008\bin\win32\conf, but
it seems to be invisible to this portable vision. After all, I tried to
compile a file using default font with xelatex, it works, so I think the
compile engine is correctly install, but it's blind to font changes.

I'd like to have your help, thanks!
