[tex-live] pretest: Windows shortcuts not created, path not set

TL ’08 installs just fine as non-admin, including itself on the
per-user path and Start menu.

That will be useful.

Meanwhile, I’ve reverted to ’08.  Is a side-by-side installation
courting trouble?
