[tex-live] can't spawn? Why not?

What do you get from:

    tlmgr --version

Current revision on tlnet is 12152. If you have an older one, please
update with:

http://mirror.ctan.org/systems/texlive/tlnet/2008/update-tlmgr-latest.exe
