[tex-live] something wrong at texlive?

quite.  however, we discussed this very soon after tlmgr started
being able to do this, and recognised the problem.  i thought it had
been agreed that tlmgr would be able to snap on to a particular mirror
so as to avoid the problem.

did this not happen, or is it an optional extra?
