[tex-live] reliability of ~/texmf in TeXLive and other distros?

As a person who works with Sage, this is interesting. The Sage project
was started in 2005, and moves very quickly. A version of Sage that's 18
months old is considered very out-of-date. To see something from 2004 be
"quite new" is amusing. But of course TeX and LaTeX are very mature
systems.

That's true, and I think it's reasonably likely that anyone running such
an older system will easily be able to figure out the right thing to do.
