Yes, that is fine. TL2008 is frozen, we are working on the release of
TL2009, and in this time and also in future there will be no update to
TL2008.

That is strange, but for sure a problem of your perl/tk installation.

No, all fine. Simply no updates for TL2008. If you want you can try
the pretest of 2009.
