[tex-live] tlmgr --self

For all those having followed the discussion, after long internal discussion
we have settled for the following three options for tlmgr update:
	--no-auto-install
	--no-auto-remove
	--reinstall-forcibly-removed
We also have made attempts to explain the whole stuff a bit better in
the tlmgr help. Should all be available tomorrow.

Please those interested can you review, and comment on "understandability".

(BTW, former --no-remove does not exist anymore, it is --no-auto-remove)
