At the moment, we are thinking "tlmgr update bin-texlive".
But it won't do anything yet.

Yes.

    or should one grab the latest version from svn? 

If you want to test, as Norbert, said.

    Also: which repository lies tlmgr in? 

There is only one source repository for TL.  tug.org/texlive/svn gives
details.

    Could not find anything about it on the websites.

I've intentionally not written anything very specific about it until we
are actually ready to do it, since the exact procedure and expected
outcome won't be clear.

We'll mention it on this list (at least) when we update the
infrastructure packages.
