In the DTD both the caption element (one-sentence; intended for tables
of one line per package) and the description element (longer) take an
xml:lang attribute.

Honestly, those are not in anticipation of a serious multilingual effort
but instead because occasionally an author sends a caption or
description in two languages.  (E.g., the author of a style file for a
French language journal may include a description in both English and
French.)
