[tex-live] Installing TeXLive2008 on Cygwin

Yes, I was wrong.  I had in mind only changing
00texlive-installation.config, and hadn't realized that would only
recognize the name, not actually copy any binaries.

    - build
    - rename bin/i686-pc-cygwin to bin/i386-cygwin
    - move bin/i386-cygwin to /usr/local/texlive/2008
    - use 'install-tl' WITHOUT CHOOSING ANY BINARIES

Great, thanks.  I put a link to them on tug.org/texlive/doc.html.  I
think I'll wait to incorporate them into the release until we see if
XeTeX can be done -- there's a separate thread about that on the tlbuild list.
