[tex-live] tl2008 bug with gmdoc and gmutils

Hi,

it seems something is broken with gmdoc and gmutils: the relevant files
end up with only root able to read them.  A simple chmod a+r helps, but
is not needed with another packages, so I guess it's a bug.  (I'm using
i386-linuix binaries, if this is important - guess not, but am including
this info just in case;)).
