[tex-live] a big thank you, a request, a report, and two hints

Dear TeX-Live-team,
        
first of all let me thank you for your great work, it's fine to have a
working TeX with observance to all current changes without any private
intervention.
        
- The request is concerning the tlmgr: is it possible to define a list
  of error, warning, and informational messages with their meaning at
  the end of the tlmgr help? If I read something like
        
  not reinstalling forcibly removed package texlive-en 
        (collection-documentation-base)
        
  !!!Error: non-existent tlpkg/README
        
  I can accept it, but I would prefer to understand the message: why is
  it so, is there something wrong, do I have to intervene, ...
        
- The report: at my last update I got a message
        
  Should not happen, please report: latexmk.x86_64-linux mentioned, but
  neither new nor forcibly removed
        
  So I do!
        
- Two hints:
  * at the end of tlmgr help there are the following lines:
        
    The respective locations are as follows:
           "tex/generic/config/language.dat" (and
                              "language-local.dat")
           "tex/generic/config/language.def" (and
                              "language-local.def")
           "web2c/fmtutil.cnf" (and "fmtutil-local.cnf")
           "web2c/updmap.cfg" (and "updmap-local.cnf")
                                                 ^^^
    Is that right, or should it read "cfg"?
  * on http://tug.org/texlive/distro.html the line 
        
    Fedora: yum install 'perl(Tk)'
         
    should read as 
        
    Fedora: yum install perl-Tk
