[tex-live] tlmgr bug? and texlive.infra problem

I have not updated yet, it is not on main ctan yet but with
--location=ftp://ftp.tex.ac.uk/tex-archive/systems/texlive/tlnet/2008
it shows the same output both on darwin and x86_64-linux

neither has latexmk symlink (but both have
/usr/local/texlive/2008/texmf-dist/scripts/latexmk/latexmk.pl)
