Yep, that's the first thing I thought of about removal, and I didn't
have strong opinion about whether is was more important than consistency
or not.

Now, I just thought of a technical argument in favour of removal: when
we merge two packages into one, it is essential that the old one is
actually removed, or chaos would ensue (a file cannot be owned by two
packages at the same time).
