but unfortunately the timestamps of many of the files on these main
ctan sites are not properly synchronized.

in other words, if one would try to first rsync from tug and then
rsync from cambridge, rsync would think that lots and lots of files
have changed. (i've mentioned this problem some time ago and was told
that the ctan sites themselves were/are not being syncrponized using
rsync and therefore these timestamp differences are present).
