[tex-live] Reporting problem as requested by tlmgr

Yes, that is the problem. You might set a default mirror, select one you
think that is fast and near you, then call
	tlmgr option location http://your.mirror.here/systems/texlive/tlnet/2008

I try to check what is going wrong.
