Yes.

The release date is later than the last Emacs+AUCTeX bundle IIRC.

libpng13.dll was probably part of the 1.2.8 release.  No idea why they
switched to the name libpng12.dll in 1.2.24.  Anyway, even 1.2.24 has
security vulnerabilities, see

IIRC MiKTeX, for example, utilizes some Windows help browser, so its
documentation is likely in HTML.
