Same fc-cache problem with a normal non-admin Vista install. Font
config settings:

C:\Users\siepo>kpsewhich --var-value=FONTCONFIG_PATH
C:/Users/siepo/texlive/2008/texmf-var/fonts/conf

C:\Users\siepo>kpsewhich --var-value=FONTCONFIG_FILE
fonts.conf
