[tex-live] icudt40.dll not found

Sorry. That is my mistake. The xetex in the present repository
is the development version. I had informed Staszek of hopefully final
binaries. But he seems to be busy or absent to copy the new
win32 binaries into the repository. Please wait until the new ones
are checked in.
