There's nothing to enforce.  It is plausible to run a "private" TeX
installation with no permission to anyone but the owner.  I wouldn't
want TL to blindly make everything publicly readable (as it semi-does now).

    helpful to have a sentence in the installation notes that says
    something like, "if you want TeX Live to be usable by everyone, you
    must set umask ... before you start", or "... ensure that you have
    these file permisions after installation: ...".
