[tex-live] Problems with updating TeXLive in Windows

That seems to be quite bad, you seem to be trasferred to a very bad
server.

Please do the following:

1) install completely normally from DVD

2) get http://mirror.ctan.org/systems/texlive/tlnet/2008/update-tlmgr-latest.exe
   and run it

3) call
	tlmgr option location ctan
   or directly selection your mirror, eg
   	tlmgr option location http://your.mirror.ctan/path/to/tlnet/2008

4) call
	tlmgr update --list
   and examine the output, or directly call
   	tlmgr update --all
