Yes, it may - but it is far from complete.

However, if you point to our efforts, you should also mention that we
tried to push as much information to upstream as possible:  Our
copyright file, in the part that lists licenses of individual CTAN
packages, is automatically generated from the information in the TeX
Catalogue, and Norbert and I got write access to the catalogue to keep
the information there up-to-date.

I'd really appreciate if other teams who do license auditing like this
would also try to share their results in a similar way.  In the
changelogs of the Debian packages, before I got involved, there are two
earlier "large big damn big comprehensive license audits", but we had to
start from scratch since there was no information available except "all
non-free parts which used to be in there and where found are now purged".
