Yes, I think that it's best to continue writing in Perl under these
circumstances.  Lua is quite new for me too though I have the book
"Programming in Lua".  I could try to translate it to texlua, but I
can't guarantee that I can finish it before it is needed.

Let me know what you are going to do.  At the moment I'm writing a
script which converts 7/8-bit encoded files tu UTF-8, but it's not
much work any more.
