    that the TeXLive installation using the inst image is less complete 
    (i.e, is missing some packages, etc.) than the one from the live image.

As Zdenek reported, the packages are identical.  The changes are all
outside of the main texmf hierarchies.  For the record:
- no source dir (it'll have to "offer to be distributed" for three years).
- minimal support dir (just some of the critical Windows packages).
- only architectures are i386-linux, powerpc-darwin, and win32.

This is all implemented in MakeImages.sh.
