In my admittedly incomplete understanding, support from the engine
(e.g. xetex) is necessary but not sufficient.  pdftex since version
1.40.0 also provides positional information in dvi mode.  Howver,
until the ConTeXt macros in dvi mode (texexec --dvi) uses that
information, ConTeXt needs dvipos.

Hans or Taco can/should correct me if any of the preceding points are
inaccurate.
