[tex-live] warnings re texmf.cnf during build

As a result of rev.3321, I now get around 30 warning messages during  
a full build, of the form:

These come from tangle (or ctangle, in a couple of cases), and are a  
bit annoying. Not a critical issue right now, but it would be nice if  
we could find a way to avoid this. Maybe something to keep in mind  
and review once the current release is out.
