OK, to clarify (since both Zdenek & DAK seem to have misunderstood) :
I am not claiming that no-one cares about inter-system compatibility ;
I /am/ claiming that such concern is by no means universal, and that
some (perhaps many, perhaps most) TeX Live users are far more
concerned that it should (a) work on their preferred system(s), and
(b) be as up-to-date as possible.  I /believe/ that most would be
happy if each implementation were as up-to-date as possible for
that implementation, but that it would not matter too much if
another implementation on the same disc were slightly more
advanced or slightly more retarded.
