This is not a bug, fonts are seldom available at 11pt and 14.4pt.
these sizes are produced by scaling from 10pt (mag 1095 and 1440,
respectively), or if 12pt font is available, 14.4pt size is produced
by scaling wi mag 1200. The LaTeX .fd files are set to do this
automatically when selecting the sizes by standard commands as \large,
\Large etc.
