[tex-live] multi architecture installation missing dviout

Indeed, dviout doesn't exist in bin/win32.  I was never exactly clear
about this.  I expect Staszek can inform us.

My understanding is that you need to install it manually from
support/tex318w.zip (or CTAN).  (Why a program named "dviout" is in a
zip file named "tex", I also do not know.)
