Can't rsync be compiled under MinGW?

I just looked into it.  The license sounds quite funny:

   You may not distribute Tera Term Pro Web by any means to
   any other individual, company or entity.

Maybe I have to read the license more carefully to find out whether
I'm allowed to use this program at all.
